A software update to the PCM is the only thing you can assume for sure. Not all of them are this "death flash" that people are obsessed with, some are just harmless updates for things you might not even know or care about. DC has issued something like 500 updates across their product line since the intro of OBD-II in '96.
The fan is supposed to be there. All Durangos and Dakotas beginning with the 2000 model year have both a mechanical and an e-fan. I've actually removed my mechanical and I'm attempting to run with the e-fan only. Too early to tell if it's going to cut the mustard. Should know after we dyno tune it.
