Default final reassembly

Ok so now that my house dilemma is over and we are semi s settled into our new home I have 3 final questions on the reassembbly of my upper end rebuild on my 383. First the new intake is a hi ride torker and doesnt not fully cover an opening at the tops of the heads it looks to me like it is not a jacket or anything useful however should i block this off by fabricating some type of plate or will it be ok. Second the middle 2 intake bolts on each side are too long anyone know exactly how much i need to cut off? And for the 3rd question the car has no tach how do i know when it is at appx 2000rpm for the break in period

Are you sure it is not a 440 intake?

picture didnt turn out as there wasnt enough light, I will try agaian in the morning before I go to work I think the lighting will be good enough to be able to see the passage i am talking about. On a side note a friend of mine is having trouble getting his harmonic balancer back on he says it has stopped moving to the blows of the hammer any ideas on how he can get it all the way back on? Mine went in really easily
