Default Coil questions

I removed my accel 8140M coil from my 1969 383 to test, the primary resistance was about 1.25, and the secondary was about 9500. Would these numbers seem OK or to far from spec and should be replaced? I beleive they should be .80 and 10000 to 11000.

Another question, with the coil off the engine, I tested the lead to the positive terminal to the coil with the igintion on and got 12VDC which is normal, but I then tested the lead to the negative terminal and also got 12VDC with the ignition on. Doesn't this wire go to a tach or otherwise to ground and shouldn't show any voltage? My ignition was converted to electronic before I bought the car.
