Put some sealer on the intake to head bolts. You are getting oil form the top of the heads climbing the threads and pooling on top of the intake.
If you take off a valve cover and look you will see that those bolts once into the head and out into nothing but open passage where oil will drain back and/or splash.

I had bad oil leakage once when the intake was not sealing properly to the head (due to both having had some machine work done at different times).

You can put a feeler gauge between the intake and head at different locations to see if you have any gaps. In addition to the steel pan gasket, I had to put felpro gaskets above and below the pan gasket to take up the gaps between the intake and heads. But the 360 design is probably different.

Also, you can spray some carb cleaner around the intake base, and if idle speed changes, you may have discovered a leak.

This is a small block and does not have a valley tin like you are referring to. Oil can and does seap up the intake bolts on a big block engine too do to the same reason as I stated above. Take off a valve cover and look inside where the intake bolts come through and you will see why the oil can creep up the threads unless they have some sealer on them.

Check the rocker cover to intake runner interference. This is a common SB issue. The aluminum intake may be keeping the rocker cover from seating on the gasket.

Also, is engine properly vented. Blowby pressure may force the oil up?
