Offhand, the first thing I'd check is the grounding at the sockets, AND check the bulbs for internal filament to filament shorts

Sounds like you have a floating ground. Verify with DVM the (-) battery to:
1) body
2) engine
3) frame
4) the ground connection under the dash. This is located above the brake pedal. It is a square metal maybe 3" x 3" goldish in color common ground.
Add additional grounds or clean and reconnect.
I have been running into similar issues with my '83 RC also.
Have you deleted the Ammeter and gone with a volt meter yet?
On the older vehicles, all makes, the current ran through the ammeter.
The connections on the ammeter tend to loosen and cause issues.
Also check the condition of the starter switch. this is located on the steering shaft under the dash. Most factory starter switches were green, about 3-4" long. Several fastons hooked up to it. The 10 gage wire with a faston was burned on my unit. These are still available at the auto parts store, around $20 or so.
