on a 67 with 915 heads, HP2 meant bigger exhaust valves, 1.76 instead of 1.60. I use to have 915 heads.

HP designates a High Performance engine which differs from the standard performance in the cam, valve springs, carb, distributor and exhaust manifiolds. '68 and later would also have a windage tray in the pan.

There is a lot of mythology surrounding the HP2 but the simple fact is that it is a HP engine built on the 2nd shift. A HP engine built on the 1st shift would just be stamped HP with no "1".

Price varies by geography and, of course, the condition and state of completness.

E is the year code for 1969.

4 28 is the build date April 28, 1969.

The A means it left the factory with .020" oversized cylinders.

Look for a machined flat area just above the pan gasket on the passenger side of the block, a full or partial VIN will be stamped there.

B is the plant code for the Hamtramck (Detroit) assembly plant; in '69 Hamtramck built A-body Dodges and Plymouths and B-body Dodges.

Probably just an error, a single A stamp is all that's needed.
