I have one right front fender for a 73 challenger that is rusted and bent real good. Should I try to fix it up or scrap it and get a new one?

I don't know how interested you'd be in slapping on a fiberglass fender, but I'm pretty sure their out there. Their cheaper than a clean rust free fender and lighter but they just don't have that solid mopar feel to them.
If, in your view, the fender is repairable, which it seems like it could be otherwise you wouldn't be asking the question, and you'd like to keep it original, i would fix it.
