My dad has a 65' Chevy Byscane Wagon and the e-brake on it is very weird. The problem is that if you put in the e-brake on a hill it will hold perfectly tight going forward but if the car rolls backwards its like the brake isnt even on at all! any ideas?

That isn't a weird problem at all. Drum brakes regenerate in the forward direction but don't in reverse. Therefore, a poorly adjusted ebrake will grab when rolling forward but won't have enough grip in reverse. The brakes probably need to be adjusted and maybe the ebrake cable setting also needs to be brought back into adjustment.
