I have a 99 Dakota with the 318. I have put in synthetic gear oil, K&N air filter, platinum plugs, a 160 thermostat, and power pullys. The only mod I can say, that did some "major" improvement are the power pullys. Don't waste the money on the plugs. The pullys are about $80 including shipping. All in all there has been some HP and Torque gains. The most costly upgrade was the pullys. The next thing I am planning on doing is the exhaust. If you don't go with stainless you can get the pipes and muffler for about $170.

You might also try a performance upgrade computer chip (I haven't tried this - no computer on my Ramcharger). A flex fan will help if you run hot; my '85 Ramcharger didn't improve because it ran pretty cool to begin with (I drove 500 miles with the A/C on max at 90 mph and the thermometer was only 1/5 of the way to hot).
