Unhappy 97 Grand Caravan problems

I have a '97 Grand Caravan 3.8 and have many problems but two that concern me the most.

The first is I have noticed that when I fill up and remove the gas cap there is no vacuum. This has been the case for some time and I actually don't remember if it ever had it. On my other car it's there. Is the vacuum there for the rest of you? Do I potentially have a fuel system leak?

The second one is at times there is a hesitation/stumble/stutter when going from a stop to movement. This definitely happens when the a/c is on. I need to drive it around without a/c to check if it happens as well.

By the way I have checked for possible DTCs but all is clear.
