Question Brakes!

Has anyone had their calipers seize up and lock themselves to the rotor while going down the road? This happened to my brother 2 days ago on his '96 2500 4x4. Going down the road he suddenly smelled the brakes melting as he coasted to a stop, he got out and saw the front rotor glowing brighter than the sun. We replaced everything on the front brakes.
