gauages don't work

My wife has a 96 neon ,the problem is the gauages and speedo,won't work half the time and now it fails to crank,you turn the key and nothing no click or anything you let it set for 30min. to 2 hours put the key in and it cranks,i have put a new switch in and it still does the same the gauages work sometimes and they go in and out going down the road .has anyone else had this problem or have any ideas what the problem might be please e-mail me at Ridgeunur@aol.com

Gauge prob: You need a new circuit board for your instrument cluster

No crank: I would check the battery cable condition from the bat down to the starter. If it is corroded it needs replaced. Another prob could be a bad starter relay, or possibly a bad starter itself.
