Default max rev's on a 360?

what is a safe rev limit on a 360 with:
stock crank
stock rods
forged pistons ( 1:8 compression ratio don't know the brand)
296/296 cam
dual plane action+ weiand intake
holley 750cfm
edelbrock performer 200 hp nitrous shot

there is not a lot experience with nos in holland(yes in europe) so I'm hoping you guys can help me out so I don't overrev my 360 when I drive my dart around the block

The failure point on the engine you describe would be the stock rods. I think you'd be OK to 6000 - mabe 6500 with a good shortblock rebuild.
If the shortblock is pretty stock, the 200 HP nitrous shot will fail the engine. When you build the engine, it needs to have the bottom end built for the max power it will EVER make. Sooo... if it's a 300 HP engine without the nitrous, it needs to be built as a 500 HP engine. Not cheap on a 360.
I just built a 340 which will be between 400 and 450 HP with no bottle, and the shortblock - built right - cost around $5000. I used stock 340 rods, and if I were to add nitrous, I'd spend maybe $1500 on good rods and a rebalance.
At the very least, I would recommend forged pistons - good ones, not Fed Mog - to add some safety margin.
Lots of people will disagree with me, but it isn't THEIR money which will be scattered on the pavement if they are wrong - it's yours.

The shortblock is completely rebuilt with a grinded crank and new bearings It had about 280 hp without the nos.Is there a safe level of hp increase with the nos?

Don't put too much nos to it. Stay at low levels 100-125 shot is good enough and it will drop your e.t. down a second or just under. Make sure you have a good fuel system and monitor your fuel pressure, Also get a good set of head gaskets and stud the top end. I love nos, but it's like a bad drug that you get hooked on but it feels so good, thats what nitrous is like for your motor if it is not correctly set up. Also run 2 fuel pumps and a fuel shut off switch in case your fuel pressure drops. Have fun.

I spun my mild 360 up to 6700 once. Nothing happened. Why? Just to see if it would. I was 20 at the time, in the service, and just nothing else to do.....etc. I actually thought the engine was going to blow, but it held its ground. Wouldn't do it on a regular basis though.

I think prostreetchallenger has it right. I would not go over a 100 HP shot. HOWEVER - if you had another engine already built - I might go 300, just to watch it grenade!!
