Whats up with Nascar fines/penalties?

Does anyone know what is up with Nascar. For example-WALTRIP(99) wins a Busch race,his car is checked,he is found to have an illegal front spring, and all that happens is the crew chief gets a 2000.00 fine."Whoop-dee-do,what does it all mean Basil?".I live in P.E.I,CANADAs smallest province,we only have 1 stock car track, but if after winning a race -you are found to have illegal parts,you lose either your points for the heat you won or for the entire night,plus any/all your money for the night. Another point of interest is here the track owner loves chevy,couldnt care less about fords,despises dodges. last year out of 24 street stock cars the 3 dodges(2 74 dusters ,73 charger) finished 1st,2nd ,5th. These leaf spring cars,compete against late 80s,early 90s coil/strut equipped cars that even use aerodynamic bodies from cavaliers ,monte carlos and sunfires,sound fair? So this year all v-8s (360s) must use 318 cams.

P.S our cars(360 dodges) supposedly are 7 more horsepower stock than a 350 ,by using a 318 cam in a 360 you lose about 22 hps. chevy math translation- 7-22=-15 orchevy>dodge,or if you hold this up to a mirror dodge< chevy. WE LOSE AGAIN!!!!!!! .Id like to see them put a 305 cam in a 350- the lobes would be worn off before the feature lol.
