whats a provisional?

I hear about it all the time in nascar but I don't know what it is, does anyone here know??

Qualifying only quarantees the first 25 positions, after that, a team that did poorly in qualifying can use a provisional to make the show. Not exactly sure how they are awarded,except that champions and past champions can accumulate provisional starts, both driver and or team owners, "like a get out of jail free card", the more you win the more provisional you can accumulate.
Therefore, because a team qualfied 35th, they still may not make the show if 9 teams use provisionals in order to get in, that car qualified in 35th place would be bump out and would not start...
or something like that, some Nascar rules may require phd's in order to understand them, perfect example, the rookie point chase, Jimmie Johnson could have won the the title and not win rookie of the year!!!
