I have a sohc 95 neon with cracks in the
waterjacket webs that hold the cylinders
in place.Is this a big problem?Common?
Should I replace the block now? Will
the engine self destruct?Only has 90,000kms
Need help soon.I have the head off.
Any responses into this would be help!

Never heard of that happening to a Neon Block.
You better replace it.
Ask the same question at Neons.org, see if they have ever heard of that.
Did it get way overheated?

I too have never seen this prob, and I've seen a ton of them overheat. They don't seem to have the cooling capacity to withstand 120 temps.
