Default 340 won't idle with mufflers hooked up??

A buddy of mine is having this strange problem with a 340, it's a nasty race engine he is trying to run on the street, it would run high 5's in the 1/8th mile in a Duster, he sold the Duster body and the engine was just sitting collecting dust so he put it in a 69 Charger he had just bought and just wants to use it for a weekend cruiser, the problem is the engine drives good and idles fine at 1200 RPM, 1000 RPM in gear with open headers and a vacuum reading of 5-6, but will not idle if he hooks up the full exhaust system (dual 3'' pipes back to Flowmasters with turndowns) The engine has a 727 trans, 5000 stall Coan converter, 4.10 gears, Holley 850 DP and a stock Distributor with the vacuum advance welded up, so far he's tried increasing the idle speed, adjusting the mixture screws, tried a few different power valves and played with the timing, no matter what he does it just won't idle with the exhaust hooked up but runs great with the open headers, anything else he could try???
