Default power steering

this concerns my 66 Charger and my 91 Dakota.........
can I just fill the steering gear about 3/4 full of fluid to allow for hot expansion and then just cap the holes in order to get rid of the power steering pump/belt/hoses and not tear up the steering box. I'm not worried about it being non-power steering for now, as long as it won't hurt the steering gear down the road.......
would it be better to connect the two hoses, maybe shorten them, to allow the fluid to move in a circle without the pump, or does it really matter.........

been my experience that it chews up steering boxes. sorry, bud.
