Question 73 RoadRunner steering wheel how do i get it off?

73RR the horn just stoped workin its not a fuse and the horn is new it doesnt click sound anymore when you push the horn so i guess something is messed up behind the steeringwheel cover there are no screws holding the cover on but i dont wanna break it i wanna do it right

Describe the horn buton. Is it a tuff-wheel? if so the cap just pops off, and if it is the padded vinyl cone type it twists 1/4 turn and comes off.
