I have not seen too many of these leak, maybe put ten in the last four years and there are tons of Neons where I live. Sure it's not the ever popular head gasket leak, they can make a really big mess in the bellhousing area too.

With the puddles on top of the trans I would think that the head gasket should be checked. Also the cam sensor O rings leak on these too. With it being a 99 it should be covered even if it has miles on it. Some 99's had the MLS gasket. Look under the intake where the head meets the block. You can see the gasket in several places and can determine if its the composit gask or steel layer gask. The steel layer gask has small rivet like fastners in a couple of places. Have not seen the MLS gasket leak since it's introduction, but time will tell. Raise the car up and crawl under it. You want to look for oil running down the back of the block from the drivers side rear corner of the head. Also push in the tabs on the power distribution center (behind the battery) and pull it up out of the way. This gives you access to see the cam sensor.
