The cam I have says its 1200 to 5500 rpm, what does that mean? What the differance for a cam that is idle to 5500 rpm? Whats a rv cam?

It means that the cam is made to perform best in that RPM range of 1200 - 5500. The difference in the idle to 5500 cam to the 1200 - 5500 cam could be the amount of over lap and the centerline. (More over lap and tighter centerline, which will cause a choppy idle.)
An RV (Rec.-Veh.) cam is made with motor homes, ATV, snowmobiles etc... in mind. There more focused on torque in a low RPM range.
With your cam advertised in the 1200-5500 range, the rest of your parts on the engine should also work in this RPM range. This is a general guideline by the cam maker. The cam can produce more power past the advertised rating.
Keeping things balanced is the idea.
