Question faulty 318 power

in need of some help with a 318 in a 1987 dodge pick-up.
i just rebuilt the engine,head work;5 angle valve job,cut.020,comp springs.
bored .030,new pistons,rings,pins,rod,main bearings,roller chain,comp lifters,comp cam #268H. also added a holley street dominator 4bbl. intake,and a q-jet from a 87 360.
i got it running broke the cam in. dropped oil and refilled etc....
i just got tags on it the other day.
it starts up and runs fine.
timing is set,new plugs wires cap etc.
accel super coil,but stock elec.spark control computer in fender-well.
on the road it wont go over 35mph,
floor it, it does not go,like it is starving for gas,and or IGNITION,it doesnt spit or backfire or anything, it runs great just very slow.
brought it back home after about 7 miles. tried to rev it up at idle,wont rev up that much , although i did not wont to beat the hell out of it yet ,to early.
i have thoughts that it could be the spark control computer, because of the bigger cam than stock,the spark control cant handel it ????
maybe carb. the accel. part of it
i dont know ??
i neede to keep all factory parts for emmission reasons anybody know what i could do to fix this problem??
help greatly appericiated

Sounds like you might have got the cam in it wrong when you installed the chain and gears. Might be a tooth off. The computer should be fine with that cam unless you got it to detonate with too high a compression and cheap gas and it is just retarding the crap out of your timming. That q jet carb is a piece of junk. Get a new thermoquad from advance auto for 189 last time I bought one. The q jet is way too small compared to the thermoqaud which was a stock carb for the small block before they got bought out.

You might have a plugged catallitic converter.
