Default torque converter stall speed

I just bought a 70 cuda 383 with a converter that stalls at 2800.
When I first it start up after it has sat for 10 or so hours it won't move until I bring the engine rpm up to the stall speed. I just put a reverse manual valve body and it shifts hard and fast and doesn't splip. Normal?

Try starting it in neutral instead of park, sometimes they are kinda cute after sitting awhile. Don't know what else but there is no flow in the cooler circuit when in park.
