Default 95 DOHC warm running problem

This is an intermitent problem on my son's 1995 DOHC. It runs and warms up fine but after stoping at a junction all it wants to do is cough and splutter when you try and pull away. If you sit in neutral you can rev the engine without an issue it is only when in gear trying to drive that the problem occurs. Like I said earlier this is an intermittent problem, it does not happen all the time but this morning I had it occur at virtually every intersection (it was -10 outside temp). Any ideas? I need to get this fixed before someone rams the back of the car (came very close this morning)
