Default hard pedal Polara

Got a 65 Polara that I put a SSBC 4 piston caliper kit up front and new drum brakes in the rear. The pedal is quite hard, not as hard as if theres no boost, and its impossible to lock the wheels up. I switched to a dual diapham booster which did nothing. The car has 22" of vacuum thanks to a pump and a m/c with a 1 1/32 bore. The only thing I can think of is to try a m/c with a smaller bore. Anyone got any other ideas?

I would call SSBC and explain the situation to them and see what they suggest.
