Default heat riser open or closed

have a 1969 nyer 25k miles with a 440, was wondering if the heat riser was open when it rotates towards the front of the car?

Have no clue without dropping the pipe and looking. Who cares, just remove it. It's a restriction that cost you HP and fuel milage too.
