Gripe Swapped Dodge Neon 97 engine for 95 but will not start

Hi,
I blew a 97 2.0 Dual Overhead Cam engine so I swapped it with a 95 2.0 Dual Overhead CAM but it will not start.

1) Pulled plugs and turned over for a few seconds, removed all plugs, they were all dry.
2) Swapped the Crankshaft possition sensor with old engine.
3) Swapped MAP sensor with old engine.
4) Swapped Fuel injection rail and injectors.
5) Swapped coil and spark plug wires.
6) Cam shaft gears line up correctly when #1 is top dead center, timing belt in great shape (63,000 miles on engine)
7) Sprayed 2/3 rds of a can of starting fluid into intake manifold while cranking nothing not even backfire.
8) Poored 1/4 to 1/2 shotglass worth of fuel into each cylinder, cranked over, nothing not even backfire.
9) Pressed fuel releif valve and you get sprayed with fuel so seems like plenty of preasure.
10) Hold spark plug to block and crank over, spark plug fires.
11) Called specialty shop that carries computers. They say the 97 computer will work fine with a 95 car.
12) Checked relays for proper resistance and continuity per manual and both ASD and Fuel pump relays both check out OK

At a loss for where to turn next. Any ideas?

13) Checked ground wire to block with volt meeter between Possitive of battery and intake manifold = 12.1 volts. Wire from negative terminal goes to frame. Two wires from frame go to block. Can't find wire from negative terminal to block but good voltage so seems OK

You might want to check that computer thing with someone @ howellautomotive.com I had a 99 that would not function with a 98 or 97 computer.
