Default 2002 Liberty Brake Problem

2002 Jeep Liberty rear wheel drive. after pulling rear drums in order to pull rear axle because of seals leaking I noticed rear shoes had not even been working , shoes were still like new other than being saturated in gear oil. replaced rear shoes along with new wheel cylinders and drums also installed new master cylinder. after all of this when I tightened the rear wheels down they will not turn if I adjust the loose play from the rear wheels . rechecked all of the installation and everything is correct, I have to back off the adjustment all the way in order to get wheel to turn. I cannot find anything binding in the wheel at all. Ive been doing brake work for many years and haven't ever ran across this problem before. if anyone has any thoughts on this please respond. thanks
