Default Neon clicking from fuse panel

Hi,

Just a quick one here ...
Friend's 97 Neon recently had a battery replaced. On occasion the battery light clicks on and when shut off, the car will not restart/no electrical stuff works. Went over the usual easy to look at stuff, but there's a clicking that is coming from the interior fuse panel (a relay, maybe?) - even after the car is shut off. I can turn the ignition on/off a few times, and the dash will light up and car starts business as usual. Clicking then ceases.

Anyway, not wanting to spend a ton of effort here, but wanted to get some opinions of things to look into.
