How full should the master cylinder be?

My master cylinder has developed a leak around the chrome cover. I have manual brakes, I pulled the cover and the fluid was full so I took some out, the fluid is 1/4 inch from full in both resevoirs now. I put a new gasket on it and bent the steel wire so the cover is clamped on real tight now and it still forces fluid out of the cover! What could be causing this? The brakes work fine.:(

I just pumped the pedal about 30 times and it didn't seem to leak, I'll have to take it for a spin tomorrow, it seems to create more pressure and leak when I'm out driving it. How high do you guys fill yours?

I just came apon this problem the otherday as well. Brakes are hard as rocks (Sometimes). Could have something to do with the cam, 292/.509 purple.
