Question How full should the master cylinder be?

My master cylinder has developed a leak around the chrome cover. I have manual brakes, I pulled the cover and the fluid was full so I took some out, the fluid is 1/4 inch from full in both resevoirs now. I put a new gasket on it and bent the steel wire so the cover is clamped on real tight now and it still forces fluid out of the cover! What could be causing this? The brakes work fine.
