Do you know what kind of ohms you need, And have you considered calling some of these gauge restoration company's that litter magazines and have them rebuild/rewrap your unit?
Last would be does a b-body sender fit?
Or is it of a different shape?
Tell you what, if you have a pic of the old one that would help in assisting u.

Grounding the wire that go's to the sender should make the gauge indicate full.
And you can test the sender with an ohm meter just by touching one wire to the body of the sender and the other to the terminal and moving the float on the sender.

You may want to try Quanta products. Here's a link for a 62-66 C-body unit.

I think a 60 Seneca, pre B-body would be very similar, or just contact them, they may have better info on what would fit your Dodge.
I bought a tank and pickup from them a few years ago for my 68 Imperial 4 door and they were quick and the product was quality built.
