Default 1970 baracuda steering colum question

I have a1970 baracuda 340 4 speed manual trans. on the steering colum outside the firewall there is lever if i rotate it the bottom of the bottom part of the colum cover inside the car rotates.It looks like a rod is supposed to connect the clutch pivot shaft to the colum so when you push in the clutch the colum lower cover will rotate. Does anyone know what this is?
