Default Speedometer is way off; bounces in a 20mph variation

I need help. My 71 Challenger RT does not ever show correct speed. Furthermore, it is always bouncing in about a 20mph variation. I have changed 4 different Speedo gears in my transmission, and none of them seem to make any difference at all in the speedometer reading. Is this gonna be the speedometer, and not the trans gears? I have a 3.91 sure-grip 8-3/4", with 27.5" tall tires. It came with a 38 tooth. I have tried a 26, 32, and 43 tooth. They all read about the same. PLEASE, SOMEONE HELP A BROTHER OUT!
