The auto manufacturers have tried this WITH great success ... but DUE TO the fact that you can RUIN a motor if you run out-of-water - the idea was abandoned.

True, that's why vacuum advance takes total timing up to around 56 degrees BTDC when cruising, but at WOT the vacuum advance goes away and you get your initial plus mechanical total of around 36 to 38 for a big block.
